How often should you check on the roots in case they're is shedding of roots or roots are dying?

Should there be water at all times at the bottom of the jar of my leca plant? Its gets dry all the time.

Good question!
The only time I check the roots is if the plant is showing signs of stress and has to be repotted.
If the plant looks okay I recommend leaving the plant alone.
Removing a plant from its grow pot damages the tiny root hairs (that do all the work). If the plant looks good I assume the roots are fine too. A few decaying roots will not cause any problems.
